    Rutherfordton’s New Municipal Complex: A Hub for Community and Services
  • Introduction:
    The Rutherfordton Town Council is excited to announce the creation of a new Municipal Complex in the heart of downtown. This project is an essential part of Rutherfordton’s ongoing efforts to modernize local infrastructure and improve government services and was a key goal of the 2023 Action Plan. Once complete, the Municipal Complex will serve as the central hub for local government services, community programs, and more.

    • Goals of the Municipal Complex:
      1. Centralized Government Services: Administration, Police, Parks & Recreation & Ruff’ton Roots will be housed in one location, making it easier for residents to access municipal resources.
      2. Community Engagement: The new complex will feature diverse public spaces designed for meetings, events, and community gatherings.
      3. Sustainable Design: The building will feature eco-friendly materials, energy-efficient systems, and an accessible design for residents of all abilities.
      4. A Modern Space for Growth: The Municipal Complex will enable the town to better serve the community and adapt to future needs.
    • Building Design & Features:
      • The new Municipal Complex will be located on several acquired properties in downtown Rutherfordton, including the former Rutherfordton Elementary School Campus and adjacent parcels as shown below. The site is easily accessible by foot, car, and public transport.
      • The design will incorporate modern architectural elements, a welcoming entrance, and ample space for public meetings and events.
      • Government Offices: The complex will house key municipal departments, such as administration, planning, police, parks and recreation, Ruff’ton roots all under one roof.
      • Community Spaces: The design will include flexible spaces for community programs, meetings, and gatherings, with easy access to local parks and public spaces.
      • Indoor Recreation: The complex will feature a small indoor gymnasium that will allow the Town to develop a wide range of activities, including fitness classes, youth camps, adult sports leagues, and arts workshops, catering to all age groups and interests.

Project Timeline:

    • 2024:
    • 2025:
      • Finalize Project Budget and Plans
      • Groundbreaking and start of construction.
      • Continue community engagement and project updates.
    • 2026:
      • Completion of construction and interior setup.
      • Move-in of town services and public opening.
    • 2027:
      • Ribbon-cutting ceremony and full operation of the Municipal Complex.

 

Project Budget:

Initial Project Budget: $8,000,000 with $4,000,000 in funding secured from the North Carolina General Assembly in the 2023 North Carolina Budget.

*As the planning phase of the project continues the project budget will be refined and updated.
